Published on:05-SEP-10I think the points to be appreciated is that i)it requires just that little bit of extra commitment to make a difference.. we need more people who are proud enough of GSI to want it to look better ii)good work is always recognised and appreciated..people who feel there is no point working because no one appreciates it are wrong and iii) very often people are asked to do the right thing for the wrong reasons.. and if they take the challenge as an opportunity they reenergise themselves.. I wish this guy al d best n thank d DDG n RAO for suportng him. i feel seeing these type oficers that the future of GSI is in safe hands as this oficer excels in geology too as seen through HRMIS. Given an oppurtunity in d righttime geologist are also good administraters. |

Published on:03-SEP-10I have always felt that that is only the laand final option if all else fails.. in fact when the HPC was writing the Report, I said in the foreword that if the previous committee recommendations had all been implemented there would have been no need fo rthis committee.., i for one do feel that if over time there is continued inability to reform, there may be no other way, and it will be a sad day if that happens.. all my efforts are directed towards ensuring it doesnt. I am really astonished to believe that the exhibits were a handful of people jostling each other to be photographed with Secretary!!! What is the objective of the phtography and its display in the portal?? This reflects the entire sense of present GSI!!! Had the display materials been photographed in style and put in the portal, a large section of people, on whose tax we made our showbiz successful, would have virtually visited the gallery and gathered knowledge (not INFORMATION!!!) about GSI's activities. |

How else does one explain the students who come to us being made to sit on benches in cramped conditions besides the wretched condition of the Museum? The funding of the exhibition business both local and national with capital connections is made much off. It is big time engagement. The cream of our funds, time and energy is wasted on putting up exhibitions at Melas, big and small, through the hiring of stalls and advertising our work with little or no dividends. Even so Curatorial Division somehow catered to about 800 college students from in and around Kolkata this year that come to study Rocks and Minerals. We also managed to put up some exhibits at their exhibitions. I understand that CR, SR and NR have also had some engagement with students. It is not that the demand is not there or that we do cannot know how or who, what is really lacking is the will for a structured approach. The job is under the domain of Museums & Parks, presently under Administrative Support System. But as usual such work requires the right people. I believe it is a situation for budding Administrators (Holland joining GSI was assigned to the Museum for years). Some jobs I think should be advertised and applied for within GSI. As indicated plenty can be done if we are not imposed upon but allowed to use our discretion regarding popularisation of Geoscience. These should be centred on our Museums and Parks and perhaps even camps spread across the length and breath of India. All the glitz and glamour of the CGPB exhibition and other such conducted by the Curatorial Division that I have worked on since 2008, do not over ride the fact that our Museum activity is in a wretched condition. Perhaps exhibitions for State and Mineral concessionaries is outside the purview of Museum and Parks. If as a policy Curatorial Division/Museums and Parks paying for space and putting up stalls for exhibitions is stopped (Exception Science Congress), we can as a strategy cater to students and teachers of schools and colleges directly. Presently some do undertake such activity unofficially and on their own. Even nature study Camps are organised this way for orphans with donations collected from colleagues. Its great fun for some to be able to work without the mercenary outlook. |

So this is the case for every specialists in any field of study. Like medical practiners, GSI needs more geologists. Let there be some petrologists, palaeontologists etc with their R & D work that also require the science to progress. But most of the neo-geologists want to be white-collared!!! Geologists have to soil their hands to understand the rock, they have to break the rock with hammer by their own hands to feel the strength of the rock, they have smell the rock, taste it in some cases. Instruments can only supplement one's assumption to advance in the right track of the study but feeling the pulse of the rock is the most primary thing for advancement in the study. |

It was pleasure to note that this window will remain open till next FSP, because it has become an addiction like 'morning newspaper' for most of us. However, your reply to Dr. Naresh suggests that you have not been able to achieve the desired objectives through this interactive window. I would request you to give at least five reasons for that and what you expect from us ( since it is immaterial for you that what we expect from you and talking about that means self centered comments and our divergent views wrt to RIGHTS and ENTITLEMENTS). Your guidelines ( as to only on what matters you want to hear from us) will help us for future course correction and identify the topics for fruitful exchange of ideas ( on only stated topics desired by you) to achieve the stated objectives (set by you) before it goes into the annals of history from next FSP or your departure from MOM whichever is earliest. Hope that Phase-II of WTM do not end up as mere entertainment channel but would become " Word of Truth from Mom" (WTM) in its new AVATAR in the second millennium. Wishing Good luck to one and all. |
Published on:02-SEP-10First let me take up the objectives and my feeling regarding the progress ..I felt that GSI, given the fact that its composed of people with high educational levels, would be more articulate about things.. secondly, I felt that since so many of you have worked with each other, there would be a better bonding amonst you (like batch in our case) and so the one -to-one conversations we are having would grow into a discussion forum with many views and experiences..thirdly, and maybe to some extent it was my tactical error in perhaps projecting this as the forum for the younger lot, the older people are not contributing (barring one or two) and I am even getting the feeling that there is a lot of discouragement being communicated by their seniors to the juniors to not voice thier opinions.. But having said hat, let me say that its been a useful exercise nevertheless.. its very novel as an idea, with as lot of potential for replication in organisations which need closer bonding, it gives very good feedback on the atttudinal issues.., and I get the feeling that we understand each other much better and the erlier mistrust is lessened.. but I am still a little taken aback occasionally by the unrelaism of the high expectations... processes in Govt take a long time..the crucial thing is to keep the process going.. many of you are not able to distinguish between a proposal which is not moving at all, because it was not initiated or a query was not responded to and one that is moving in the right track but with only the normal speed...thats because it seems many of you ( barring a few like Maran who has some idea, but is on a learning curve with the Group C RRs) are not fully aware of the role of DoPT, Law and Finance Ministries, UPSC,etc in many of these matters nor trained to ask "management " style questions which would reveal whats happening.. The people who were at the helm of affairs earlier are still at the same positions and are functioning in the same way. Their mentality has not been changed and are not going to be changed. Then why MOM is not enforcing GSI to follow the policies strictly? Only well functioning of Portal is not going to save GSI. |
Published on:02-SEP-10This is not a colonial situation of some outside power coming and ruling by issue of orders...I have been saying this, that ultimately GSI has to take charge of its own affairs.. so , side by side with formulation of long term policies and improvement in organisational structures, we have to also reform the thought process within GSI..though in fact thats the really difficult part.. so while some things we enforce by order, we are trying to get CHQ to learn from its own mistakes..and we help in getting them to find the right solutions.. though to be honest, if we find that despite continued pressure, on some important matter we dont get a response, we do shortcircuit things a bit, though with some regret.The mentalityn will cjange to some extent.. to some extent when the incumbents retire, the new people will not be so rigid.. ..but you should understand that if we did everything ourselves, we will destroy a system with no early prospect for an alternative .. and given GSI 's location so far away, and the unwillingness of anyone from outside to come on deputation to GSI , we dont want to take that risk. Thanx for your reponse to my comment dated 29.8.10. Your idea to initiate debate on the suggested topics is excellent. Quality management and assurance is most important. Quality Manager is not an administrative post in GSI. A quality manager should have sound a footing of his specialized field butterressed by publications of national and international standard. Should be known at least in GSI for his work. Geographical boundaries of his posting may not limit his expert opinion. He may be a manager for similar items in any part of India. There could be some list of specialists who could be contacted on phone or by email officially to seek opinion on concerned scientific matter irrespective of his/her post. These people may be approached by any cadre officer of geoseintific field. One point agenda is to improve the level of confidence in people's mind from existing level of the work standard of GSI laboratories. Slowly and steadly the level of confidence will improve. There is no dearth of data available with GSI officers at present but the basic hitch to publish and let the people is there. There is a fear that I may not be wrong and people should no deride at me, has to be sublimated. Once this fear is evaporated, people crystallize their thoughts regarding utilization of their data for extrapolation and intrapolation (not manipulation) the scene will change. Published on:02-SEP-10You have covered all three topics here!Let me only take up the first one and say that firstly quality is everyone's business.. not merely the Quality manager's..he only monitors and coordinates,he doesnt produce the quality at his level.. .. secondly, quality is an attitudinal issue rather than one of specialisation..so what we are really talking about is how to make that attitudinal change in a huge organisation like GSI, so that people are proud of thier work, the work is recognised for its quality and the organisation becomes concerned enough to protect its reputation for quality that it builds mechanisms like SoPs, training, quality control systems, merit recognition systems etc Print |
